15 August – National Collegiate Rugby appointed Dean Jorgensen to its newly created role of Disciplinary Officer. Jorgensen will become a key member of the NCR Referee Committee, which is led by Referee Director,Dave Haines.

In his new role, Jorgensen will oversee national disciplinary policies and procedures for NCR, including disciplinary appeals from conferences, incident investigations, Judicial Committee formation, and the tracking of yellow and red cards nationally.

 

Jorgensen will have a strong focus on education, including helping conference disciplinary chairs to embed effective disciplinary procedures, upskilling referees in handling disciplinary matters and implementing global best practices.

 

Commenting on the appointment, David Haines said “Dean brings a wealth of experience to the Disciplinary role and represents an important addition to the college rugby referee team. Creating this role is another example of NCR's commitment to player welfare and fairplay.”

 

Jorgensen is currently Principal Consultant & Associate Partner at Hartford-based Hoagland Management & Consulting. This follows a long and distinguished career in the aerospace and defense industry. Outside of his professional career he has made lasting contributions to the sport of rugby as aplayer, referee, and administrator.

 

As a member of the New England, Southeast, and Buckinghamshire Rugby Referees Societies, Jorgensen has refereed extensively at the community level in the United States and England. He has also served as Referee Coach for a number of current USA National Panel referees.

 

Jorgensen commented, “Our sport has grown so rapidly at the youth and college level over just the past decade. NCR is setting the gold standard for rugby administration. I’m honored to have the opportunity to lend my experience to maturing a comprehensive set of processes that help motivate players to always honor the spirit of the game.”

 

Jorgensen’s playing career began with the Oadby Wyggestonian RFC in Leicestershire, at the time when he was pursuing his PhD in Aeronautical Engineering at the University of Leicester. On return to the United States,he played with the Boston RFC’s Brahmins and then for 23 years with the Connecticut Grey RFC, which inducted him into their Hall of Fame in 2020.
